Would it be possible for users to change the order of the songs in their setlist?
Without having to delete all the songs and create the list again
You can already do this. In the setlist editor, just drag a song to the new position.

Just to clarify, while in the setlist editor, you will see all of the songs for the actively selected setlist in the bottom left window. To the left of each title is a little square box with three dots in it. Tap this box and drag it up and down to rearrange songs.
