When I click on the text box tool in the annotation window I get navigation arrows but no text box. I have tried to click or drag a box using my finger, pen, and trackpad. Nothing happens. How do I get the text box to appear so I can type and annotation?

It sounds to me like stylus mode is enabled. Tap the circle at the top left corner and then tap the stylus mode option to disable it. You should hopefully then be able to tap or draw the textbox to create it. Let me know if that is not the case.
