I would like to know how to create user provided stamps, preferable vector graphics. Can somebody help me, please?

This is a rather involved topic, depending on the type of stamps you want to create, but my advice is to install Inkscape and start learning the basics. I've used it to edit icons and once you get the hang of it, it's very powerful.
