Hello,
I have and use the application since 2013. Today I bought a new tablet and I need to pay again for it so I can download it. Is that the way it should be? Or is it some limit of the number of devices I can have it installed?

Try poking around in your account at the Google Play store a bit more. 

I think go to your "purchased apps" area and you should be able to install it again at no charge.

You need to use the same email address as when you purchased it.
