The reason it isn't set up like that right now is that the nudge tool will only be displayed when certain tools are selected. It also is not persistent unless the user taps the pin icon on the popup, indicating that they want it to stay up while using supported tools (selection and text tools). So having an option in the overflow menu to bring up the nudge tool even though it's only designed to work when certain tools are selected would be very confusing, as it then wouldn't display. As for why it's only set up to work with certain tools, that has to do with the fact that it only moves annotations when they are selected. The only way to select an annotation is with the selection tool, and with the text tool, it's possible to be actively editing a text annotation, so that's why it works with that tool. The other tools do not work like that so it doesn't make sense to show the nudge tool when it can't be used to move anything.
