I have two identical Samsung tablets, which I want to set up for Book Mode. The one I'll use as Server has MSPro on it. Does the Client have to have MSPro on it as well? If so, do I have to buy MSPro again in order to download it onto the Client?

Yes MS needs to be present on both tablets.
If you bought MS from the Google Play store, then as long as you are using he same google account on both tablets, a second purchase will not be necessary.
