Probably not, although it might equally well be argued they have been caught with their trousers (pants for my US cousins) down and are now busily trying to cover it up.
I don't suppose we will ever know the whole truth.
I find it difficult to believe that such a major bug managed to escape the notice of the many Samsung engineers, through whose hands this product must have passed, before release.
