This is the same for Google tablets... You need to have Google Services/Play installed to run MSPro (and, in fact, many legally paid apps). TitaniumBackup is the only app I known that uses a license file so it is independent from network and other tools.
Although for most purposes it doesn't matter much, for a serious and important app like MSPro I really would like to be able to run it standalone on a dedicated tablet that doesn't have any crappware installed.
