I have tried the voice search and it worked fine on my Surface Pro 4. You do have to have a certain setting enabled though. If you go to the cortana search, type in "Speech" and select Speech Settings. Then tap the "Speech, inking, & typing privacy settings" and you have to have the "Getting to know you" stuff turned on. You also have to have an active wifi connection to use this feature.
