Mike, I think the page size to keep as reference could be the size of the sheet once border cutting has been applied.
This is the reference because all of the pages are supposed to fit the screen that is our 100%. All the other objects refer to that 100%.
if you change tablet and have different resolution, your 100% will be always the same no matter the resolution is, and the objects should maintain their size referred to the new display that has still a value of 100%.
Returning on the example of Defreeze, if you are editing the page and for that purpose you zoom in, your reference, in my idea, will remain the size of the page that has been cutted at the initial point, so let's suppose you add a text sized 30,it will be displayed big because you are working in a zoomed view. When you'll return back to the full page your 30 text will appear with the correct size of 30.
