I rely on Dropbox's library for Android to perform uploads. I'm not sure why you are seeing slow uploads, but there are many factors that might be involved with this. I do know that Dropbox's library is a lot slower than upload through a web browser, so there are probably inefficiences in their code or optimizations in the web implementation that aren't available on Android. I've gone ahead and updated to the latest Dropbox library version and also updated one of the dependencies for HTTP access so hopefully this might help a little.
