OK. So this is what I'm trying to do. My guess is that it's not possible when the HDMI is connected to a tablet.
I opened Windows 10 on my MacBook and got MobileSheets on it.
I connected the monitor to my MacBook and set the external display to rotate 270º.
Before I go out and buy a Windows 10 Mini PC, can someone confirm that on Windows, the display preferences allow for rotation of displays? I can't change those settings in a virtual machine since those settings are controlled by the Mac.
