Yes, the Windows version requires a separate purchase from the Android version as it's sold through the Microsoft Store application. Email me at mike@zubersoft.com if you have questions or concerns about this. Synchronizing between Android and Windows works just fine and you can also backup your library on Android and restore that .msb file in the Windows version (which is always a good first step before starting to use the sync feature as it perfectly synchronizes the database on each device).
