Yes ... that's one approach to that sort of workaround. And it may not be too burdensome for some people's needs. You can even create your own sublists with that kind of approach (using numeric prefixes such as "1. ", "2. ", etc. to induce order in your list of lists (in terms of appearance) creating sub-lists, sub-sublists, etc. -- and thence in fact a tree structure of lists.
But it remains an individual user-maintained mechanical workaround in place of genuine list management built into the list structure.
