You can put a backslash in front of it:
{start_of_verse: label='<span color="blue" weight="bold">B\'</span>'}
Note that this will yield B’ (a curly quote). If you really want a prime symbol, use
{start_of_verse: label='<span color="blue" weight="bold">B\u2032</span>'}
