If the annotations were embedded, you can enter the annotations editor, tap the three dots at the top right, then Settings, then check "Allow editing of embedded PDF annotations", and this will allow editing of those annotations. In general, I would not recommend leaving that setting on though, as it can cause problems with some PDFs and causes every file to have to be reloaded in an editable state.
