I just tested this on my S8 Ultra and it worked fine. I selected the camera icon in the song editor to take a picture, took the picture, tap the color filter field, changed the color filter to "Monochrome", then tapped "Done" to take the picture. I deleted the picture, tapped the camera icon again and took a picture. The monochrome filter was applied to the image. So that's working exactly like I would expect.

I do not have a camera on my tablet (I have but it doesn't work ?).
So this is happening when I import a pdf that has colors, and so I go to the files tab on the song and then press the three (vertical) dots on the file. Then i press image correction, which automatically applies a filter (I think). But this filter is not the monochromatic one.
