A pedal like that does not act as an HID so it can't be used with Settings->Touch & Pedal Settings->Pedal Actions (which just makes key commands to actions). Instead, you have to establish a MIDI connection with the device the pedal is connected to (it sounds like you've already done this), then go to Settings->MIDI Settings->MIDI Actions, tap the + icon, select the action, then tap the MIDI listen dialog on the right side of the dialog. This will bring up the MIDI listen dialog, and you should then press the pedal. Hopefully you receive a simple MIDI command like a control change that you can trigger on. If you can capture the MIDI messages, I can help you make sense of them.

You will be taking a similar approach most likely, but it all depends on what MIDI messages are transmitted from the 720 (does this refer to the Yamaha PSR-SX720?).
