So it seems to me like the simplest solution is to go into the settings on the iPad and see if you can update to the latest iOS version to see if that fixes it. If it does not, then resetting the settings may help. This is unfortunately an issue with the Apple App Store itself, so I don't have any control over it and there is very little I can do to help other than just provide suggestions.
