I tend to find missing umlauts disorienting (also unattractive). I guess it's reasonable to do in the URL context. I haven't looked to see how that issue works out in non-Latin alphabets. 
Now that I think about it, I'm not sure when any translation should be necessary for the URL -- I mean, theoretically. As a practical matter it might be a bit of a pain and would need to make assumptions about the target display environment.
At this point, I'm most of the way through editing those bookmarks with PDFelement.
