The users_filter.xml file stores any filters you've saved on the library screen. While that file is somewhat compatible between platforms/installations, that is only true at the moment if both devices have an identical library (you'd want to restore a backup file from one device on the other to ensure this). The next update is changing the way groups are stored in the user_filters.xml file so that MobileSheets will match based on group names instead of database ids, ensuring that the filters work across platforms and libraries.
