It's quite tedious to track stylus input over time to then try to figure out if all of the points the user generated looks like that of a circle, and only then trigger the annotations editor (and I would have to keep collecting input until they lift the stylus before triggering this). It's not impossible to do this - but I would definitely want to hear from a fair number of users that this would be beneficial over the existing features before tackling it, as there are a lot of other higher priority requests.
