I put your database on both my Windows 10 machine and my Android tablet. I tried synchronizing in both directions and didn't encounter any problems. Can you try updating to Android version 2.5.2, make that the server, and try connecting the devices again? I don't know if this will fix the issue or not, but I want to rule out something I've already fixed that I'm not accounting for.
As a side note, I used a Samsung Note Pro 12.2" running Android 5.1, so that is definitely not an issue. Can you tell me a little more about the Windows 10 machine you are using? What kind of processor does it use? It would help to know about your Android device as well.
