Is there a way in the windows version to change key for scrolling?

What exactly do you mean? When you say "key", do you mean like on a computer keyboard? What action have you assigned to the key under Settings->Touch & Pedal Settings->Pedal Actions? That will determine what occurs when you press that key. Once I know what you are referring to, or what action you are trigger, I'll be able to comment more.
