I'm using the e-ink version.
I haven't used layers for a while but today I noticed that if I try to create a layer only on the current page by checking off the box "on all pages", the layer is created but after that if I turn on the box for all pages, new layers won't show up until I close annotation mode mode and access it again.  
Then I can see all layers but on some pages two or more "current" layers (bold and underscored) are shown.

When making changes the list should refresh without exiting annotation mode.
