You could just tap in a corner, or the top or bottom to instantly start annotating if you want a single action for that. You'd just need to change Settings->Touch & Pedal Settings->Touch Actions.
Where are you seeing a reference to "Database"? I'm not sure if you are talking about import/export settings, or backup/restore library, but in none of those should there be a reference to the database. There is a separate "Restore Automatic Database Backup", but that is designed for error recovery only in certain scenarios, as it will completely replace the active database file. This can cause major problems if users do that without understanding the consequences, as it will not handle any deltas between the current and selected database file. It's not a minor action to do this - it can have very severe consequences with no option for recovery if the user didn't create a full library backup file beforehand. It's only there if users want to roll back the database file and understand the consequences for doing so. I would not recommend using that to most users. This feature also only operates on the current active library - you can't select backups from a different library.

As you can see on my screen shot, (Android) ask to specify "Restore to" (Restaurer vers)
It do not exist on Windows, and I didn't ask to my friends about Ipad (Apple)
It is exactly in this windows I suggested to specify the "destination" librairy, to avoid errors.
It is another error, probably translation (?) : in frenche you wrote "Restauration de la bibliothèque Mobile Sheets"
It have to be : "Restauration d'une bibliothèque" (Mobile sheets is not necessary) if I try in English : " Restoration of a library", not " Restoration of the library"
