I cannot bring up the editing icons when I tap on the song sheet on Mobile Sheets. I am using a Nexus 7. Does it support the writing component?

You most likely have performance mode enabled. Tap the sheet music stand icon at the top left corner of the library screen to disable performance mode and enable the overlay.
