On my Samsung tablet, I have not had any annoyances that I could not fix, until now.
Starting a few days ago, whenever I toggle the stamp or letter tools, the selection tool shows up over the place on the score I am adding text or accidentals (and the like). Is there a setting I can use to stop this behaviour?

Not quite sure what you are seeing but on my android, when I select the stamp tool, it displays the stamps and I can select the one I want.
Closing the stamps dialog, I can then paste the stamp by tapping at the required spot(s).
I can also move the stamp dialog to a new position by dragging it's title bar with my finger

PS: I don't use stamps!
I see all you describe except that the selection tool (the 'fat' arrow head) is shown selected on the main tool bar and a bar of editing tools pops up at the insertion point (say, for a sharp or fingering number).

OK, I solved the problem. In the settings of the main tool bar, I had, for no good reason, checked the option: select stamps and text after creation. Un-selecting that resolved the issue.

That will happen if you have the selection tool active and you tap on an existing annotation. If you have the stamp tool active, tapping anywhere on the page should place the stamp. What exactly happens if you tap the stamp tool icon in the toolbar?
