I think that adding about 1/2" of "overscroll" allowance would solve the overlay problem.

I'm just not sure it's really a problem worth fixing. You can make the overlay go away instantly by tapping to have it go away. If you want to prevent the overlay from accidentally being shown, go to Settings->Display Settings->Overlay Toggle Mode and change to either a long press or diagonal swipe. The last option is to use performance mode (accessible from the quick action bar) to disable the overlay while you are playing.
If I allow the page to be scrolled up past the bottom and the overlay is not shown, it will look bizarre having the empty section at the end. And for users who are quickly scrolling through the music to get to the bottom, or if automatic scrolling is enabled, it could potentially scroll the top of the page off the screen.
