The ability to re-order list items seems to no longer work.

For instance, I first created text with a yellow background only to discover that it didn't completely cover what was originally on the page.
I moved the text temporarily higher, did a "white-out" over what was originally on the page, then re-ordered the text to the last place in the list, and finally moved the text back down to cover the white-out.

The text should now be on top of the white-out and thus visible.
However, even though the list order now specified differently, the text is still behind the white-out and not visible.

You are correct - this probably doesn't work at the moment. I won't get into the details, but it should be something I can fix without too much effort.
