The new LAYERS feature in the annotation menu has some ugly bugs.
1. Not all annotations show up right away. I often have to exit annotations and go back in to see them listed in Layers.
2. Some annotations are listed twice when I collapse and expand layers.
3. When I had 2 layers on a page, it wouldn't allow me to select a layer to add annotations.
4. When I tried to select a specific layer, the app still added new annotations to the other layer.
5. Annotations can't be moved to another layer. (Is it designed this way on purpose?)
6. The app crashed while making an annotation using layers. (That happened once.)
