I'm wondering if I'm just blind, or if the tool is really gone. I'm new to the software and I pressed the x to close the nudge tool wheel and now I can't find it anywhere in the settings to re-enable it.

The nudge tool is only accessible if you've selected an annotation with the selection tool. So tap the selection tool (the arrow icon), tap on an annotation, then tap on the icon in the edit bar that looks like four arrows. This will bring up the nudge window temporarily - tap on the pin icon to have it stay up until it is closed. Let me know if you run into any issues finding that.
