I usually have two pages to view at once. Sometimes, the layers panel shows me just layers that apply to this piece. Sometimes, however, it shows me layers from all the pieces, such as in this screenshot.

Is that a bug, or a feature I can turn on and off?

If you use the two page or vertical scrolling display modes, then the layers window shows you layers from multiple pages (which can be tied to different songs/pieces). If you switch to the single page display mode, MobileSheets will only show you layers from the current page. There is an option in the annotation settings to force the single page display mode to be used while annotating if you prefer this.
