i would like to delete all files and reset mobilesheets on my ipad in order to sync a new database and files from a windows device. how do i go about this ideally?

Without knowing more, something seems very strange on the iPad. It may be worth uninstalling and reinstalling the app. Might be best to also create a library backup file on the Windows device under Settings->Backup and Restore->Backup Library, restore that on the iPad, and then verify that the sync goes through properly after that.
