In iPad app it works, but in Android, "use piece titles as file names" never works. It names them their original file names/numbers.
share > export files > system file browser > select folder, allow access > "use piece titles as file names"

I'll look into it. If you instead use Share->Export Files->Local File, does that name the files like you would expect? That's what I generally use for exporting to the local file system, as it's much faster and more straightforward than using Google's file picker (which forces me to go through their awful storage access framework). I'm assuming the problem is related to the SAF, but I'll have to do more testing to verify that.

Now I tried share>export files>local file>local>device>thumb drive> grant storage access, ok, use this folder, allow MS to access files in thumb drive. Then nothing happens. Then I tried to do the same and saved into a regular folder, and it named them correctly.

I have another question. In one MobileSheets app, I have 25 pieces that each open correctly. I have it set to manage my files in a folder called MobileSheets Library. But when I browse that folder in my device, it only has 9 files, and I can't find many of the missing ones.

If you only have to check 25 files you can go to the files tab of the song and click on the info button (the circle with the "i" in it). Then you can see the exact file path of the piece/song.
And remember that different songs might share the same file if you have split a big file with a csv or used the snippet feature. So it may well be there are indeed only 9 files for 25 songs.

On Android a long press on the file name should have the same effect as rhe info button.
