I created a highlight annotation with freeform drawing mode. After selecting this annotation, dragging it moves the annotation about the double distance of the finger movement. This seems to apply for all annotations which have a selection rectangle, selected lines are moved ok.

Same on my Samsung Note 10.1.

Try to make different annotations, then selecting some of them and dragging them around. They are moving in different speed around the screen.

Thanks for the bug report. I'll take a look at this. Should be pretty easy to fix.
